ebay account suspended how to get back ?

Hi, Guys, I hope you are fine so, I don't know why eBay suspend my account for the second time after restored it and when I am talking to eBay they told me that my account was suspended definitely so there is any hope to restore the account or Not? , and what is the solution if Not restored my eBay account? the PayPal still new and never used and verified with a real bank account please any help

in the first time I list my first item and after that account was suspended eBay want to know my identity after restored my account I put the item for the second time and I calling to increase selling limits after that my account was suspended forever I didn't break any rule
